The Department of Social Welfare and Development Field Office II continue to live with its mandate of delivering quality social services as it gets an outstanding rating in the 2013 Anti-Red Tape Act (ARTA) Report Card Survey (RSC) Results released by the Civil Service Commission.

The result shows that the Field Office garnered a final grade of 92.23% with a descriptive rating of “Outstanding”. The Field Office passed the two core areas covered in the survey namely: Compliance with ARTA Provisions and Overall Client Satisfaction. The agency also excelled in each of the sub-area garnering a consistent rating ranging from 90% to 98% respectively. The sub-areas include the Anti-Fixer Campaign, ID/Nameplates, No Hidden Costs, Public Assistance and Complaint Desk and No Noon Break Policy.

In terms of clients’ satisfaction, the survey showed that the respondents were very satisfied with the services they received, as derived from the rating obtained in the different satisfaction drivers where most of the ratings are equivalent to Very Satisfactory.

The office also got a high rating in terms of its physical set up and basic facilities such as clean comfort rooms and special lane for pregnant women, persons with disabilities and senior citizens.

Two researchers from the Civil Service Commission Regional Office 02 validated the compliance of the Field Office to the ARTA provisions last March 12-14,2013 wherein 30 clients served as the respondents.

Section 5 of Republic Act No. 9485 (An Act to Improve Efficiency in the Delivery of Government Service to the Public by Reducing Bureaucratic Red Tape, Preventing Graft and Corruption, Providing Penalties Thereof), or otherwise known as the Anti-Red Tape Act states that “all offices and agencies providing frontline services shall be subjected to a Report Card Survey to be initiated by the Civil Service Commission.

The RCS was used to obtain feedback on how the agency follows its Citizen’s Charter, fulfillment of customer satisfaction and compliance to the ARTA provisions which includes the no noon break policy, no fixing activities and presence of public assistance and complaint desk.

The CSC administered the RSC to 929 government offices nationwide from January to December 2013. Of these offices, 620 were national government agencies, 303 government corporations and six state universities and colleges respectively.

The rating was published in the February 26, 2014 issue of The Philippine Star wherein DSWD Field Office 02 shares the same rating with other government offices. ###By MARICEL B.ASEJO, Pantawid Information Officer II
