Bayombong, Nueva Vizcaya – The Department of Social Welfare and Development Field Office 02 (DSWD-FO2) through the Regional Program Management Office (RPMO) kicks off the Kilos-Unlad (KU) pilot implementation on October 27, 2020 in Barangay Buenavista, Nueva Vizcaya.

 

The Pantawid Pamilyang Pilipino Program (4Ps) event attended by 4Ps beneficiaries, DSWD FO2 staff, the Local Government Unit of Bayombong and Barangay Buenavista aimed to prepare the Provincial and Municipal Operations Offices (P/MOOs) in the operationalization of the Pantawid’s Kilos Unlad case management process appropriate to the needs and context of Pantawid beneficiaries.

 

A community assembly was conducted for the kick-off event where the status on the implementation of the Modified Conditional Cash Transfer (MCCT), the Social Welfare Development Indicator (SWDI) results and the initial household intervention planning was presented by RPMO.

 

Some of the gaps identified during the SWDI assessment include low to absence of service facilities like electricity, potable water and communication; absence of sanitary toilet facilities and the difficulties in the delivery of basic services to residents that may ultimately affect the compliance of households to the program beneficiaries.

 

The Kilos- Unlad (KU) employs the social case management process guide to shepherd 4Ps household-beneficiaries in achieving improved well-being, stepping up-and-out of poverty, employing individual/family cooperation, support group formation and community building through the convergence of programs and services within the social service delivery system.

 

As provided by Section 4 of the Republic Act 11310, 4Ps shall provide conditional cash grants for a maximum of seven (7) years to improve the health, education, and nutrition aspects of poor Filipino families. Given the reduced amount of years, the KU strategy is derived to guarantee that the HHs are alleviated from poverty and remain non-poor even after the prescribed maximum period for the conditional cash grants.

The kick-off event followed after selected RPMO, POO and MOO staff, tasked as the case managers and primary implementers, underwent an 8-day virtual training to prepare them on strengths-based perspectives in the interplay and interaction of persons to their environment, advocate and connect clients to resources, opportunities and to naturally occurring social supports to advance the well-being of all the program beneficiaries.
