TUGUEGARAO CITY, Cagayan – The Department of Social Welfare and Development Field Office II (DSWD FO2) conducted a series of orientations for newly elected officials from October 7 to 10, 2025, to introduce the Pantawid Pamilyang Pilipino Program (4Ps) and other social welfare programs across the Cagayan Valley Region.
The activity sought to deepen the understanding of local leaders on the implementation of 4Ps and to strengthen the partnership between DSWD and local government units (LGUs) in promoting social protection and poverty reduction efforts. Participants included governors, vice governors, mayors, vice mayors, members of the Sangguniang Bayan, and key LGU personnel who play vital roles in ensuring the efficient and localized delivery of social welfare services.
Regional Director Lucia Suyu-Alan expressed her appreciation to the newly elected officials for their dedication to public service and their continued support for DSWD programs. She emphasized that the 4Ps is “more than just financial assistance; it is a platform that empowers families through health, education, and community participation.”
The orientation also featured discussions on the Whole-of-Nation Approach led by Atty. Reginald M. Agustin, the key provisions of Republic Act No. 11310 presented by Ms. June Clarisse B. Canguilan and Ms. Rheleny T. Agustin, and Joint Memorandum Circular No. 2022-001. Ms. Kymverlie P. Mallo highlighted the importance of LGU involvement in program implementation, while the Provincial Links shared updates on 4Ps accomplishments in their respective areas.
In addition, Ms. Imelda T. Decena, and other personnel from the Innovations Division, introduced the new programs of the DSWD that aim to broaden and enhance the agency’s social protection services.
