Cabarroguis, Quirino – A total of 280 families from the province of Quirino were recognized as self-sufficient households during the Provincial Graduation Ceremony of the Pantawid Pamilyang Pilipino Program (4Ps) dubbed “Pamadayaw ti Pinagraduar ti Pantawid Pamilya” held on November 5, 2025, at the Provincial Gymnasium in Cabarroguis.
To celebrate this milestone, each household received ₱10,000 post-service assistance from the Provincial Local Government Unit (PLGU) of Quirino, led by Governor Dakila Carlo E. Cua, through Provincial Ordinance No. 7, s. 2022, which institutionalizes financial support to graduating 4Ps households.
PSWDO Agaton Pagbilao Jr. reported that since the ordinance’s implementation, the PLGU has provided assistance to 1,329 exited beneficiaries as the province’s commitment to helping families sustain their progress after 4Ps.
In his message, former Governor Junie Cua, lauded the graduates for their perseverance and assured that the PLGU will continue supporting them through livelihood and capacity-building programs to promote long-term self-sufficiency.
DSWD Field Office II Regional Director Lucia Alan congratulated the graduates and emphasized that the graduation is not merely the conclusion of a program but a celebration of triumph over poverty.
“Ngayong araw, hindi lang tayo nagdiriwang ng pagtatapos ng isang programa. Tayo ay nagpupugay sa tagumpay ng bawat pamilyang bumangon mula sa kahirapan, sa bawat magulang na hindi sumuko, sa bawat anak na nagtiyaga, at sa bawat pangarap na unti-unting nagkatotoo,” she said.
The Director also shared that from 2011 to 2024, more than ₱1.45 billion in cash grants was distributed to 4Ps beneficiaries in Quirino. She also recognized the leadership of Governor Cua as Chairperson of the Social Development Council, for pushing the Regional Development Council resolution prioritizing 4Ps college graduates in local and national employment opportunities.
Also present during the activity were DILG Quirino Provincial Director Karen Joy Pablico-Castro, Cabarroguis Municipal Mayor Avelino Agustin Jr., Assistant PSWDO Luningning Rhodes, Municipal Social Welfare and Development Officers Joy Ann Lopez, Jane Navan, representatives from partner agencies including DOLE, PIA, PESO, PSA, Provincial Agriculture, DTI and DILG, 4Ps Regional Program Coordinator Vicenta Pamittan, Provincial Link Majesty Marie Pat Siazon-Damil and other DSWD FO2 staff.
