TUGUEGARAO CITY, Cagayan — The Department of Social Welfare and Development Field Office 2 (DSWD FO2), through the Pantawid Pamilyang Pilipino Program (4Ps), formally entered into a Data Sharing Agreement (DSA) with member agencies of the Regional Advisory Council (RAC) during a ceremonial Memorandum of Agreement (MOA) signing held on January 7, 2026, at the DSWD Field Office Regional Operations Office.
The agreement aims to strengthen inter-agency collaboration and institutionalize data-driven decision-making in the implementation of the 4Ps by ensuring the secure, timely, and lawful exchange of data among partner agencies. It supports the effective implementation, monitoring, and evaluation of the 4Ps Regional Convergence Plan, particularly in harmonizing planning, targeting, and service delivery for 4Ps beneficiary households.
In her message, Regional Director Lucia Suyu-Alan emphasized that the Data Sharing Agreement is a crucial step toward strengthening convergence and accountability among partner agencies.
“The Data Sharing Agreement we formalize today strengthens the way we serve under the Pantawid Pamilyang Pilipino Program. By sharing information responsibly and securely, we are able to see the full picture of the lives behind the data and design solutions that truly respond to their needs,” she said.
The ceremonial signing was attended by key regional officials and representatives from RAC member agencies, including Regional Director Ma. Sofia G. Narag of the Department of Trade and Industry (DTI); Regional Director Ferdinand Benbenen of the Department of Health (DOH); Regional Director Theresa Soriano of the Commission on Population and Development (CPD); Regional Director Julieta M. Paras of the Commission on Higher Education (CHED); Regional Director Dr. Virginia Bilgera of the Department of Science and Technology (DOST); Assistant Regional Director for Administration Estrelita V. Go of the Department of Agrarian Reform (DAR); Assistant Regional Director Atty. Remedios Vegim-Teves of the Department of Labor and Employment (DOLE); Dr. Kryzzl Paragas-Mamba, Medical Officer IV, representing the Department of Education (DepEd); Janina Fae Fabian, TESD Specialist II of the Technical Education and Skills Development Authority (TESDA); and Roberto C. Busania, Regional Technical Director of the Department of Agriculture (DA).
During the activity, each RAC member agency reaffirmed its commitment to fulfill its respective roles, responsibilities, and deliverables under the 4Ps Regional Convergence Plan, ensuring coordinated, timely, and responsive interventions for 4Ps beneficiary households.
The formalization of the DSA reflects the collective commitment of the DSWD and 4Ps RAC member agencies to strengthen convergence efforts and enhance the effectiveness of the Pantawid Pamilyang Pilipino Program, while reinforcing accountability and compliance with data privacy and security standards.
