TUGUEGARAO CITY, Cagayan – The Department of Social Welfare and Development Field Office 2 (DSWD FO2) renewed its partnership with Civil Society Organization (CSO) partners Michael Angelo Manpower Exponent, Inc. (MMEI) and Lagawe Multipurpose Development Cooperative (Lagawe MDC) through a three-year Memorandum of Agreement (MOA) signed on February 24, 2026, at the agency’s Director’s Lounge.

Both CSO partners reaffirmed their commitment to addressing the gaps in the implementation of the Pantawid Pamilyang Pilipino Program (4Ps) in Cagayan Valley by providing beneficiaries with financial literacy, employment opportunities, skills training, and access to social security services.

Regional Director Lucia Suyu-Alan expressed gratitude to the CSO partners for their continued support of 4Ps, said that “Hindi madali ang tungkulin namin na iangat ang antas ng pamumuhay ng ating mga benepisyaryo, ngunit sa tulong ninyo bilang aming mga kaagapay, mas nagiging matatag at epektibo ang programa. Gaya ng sabi ng aming Kalihim, we have to work faster and smarter, at sa ating pagtutulungan, mas magagawa natin ito.”

MMEI, a licensed recruitment agency under the Department of Migrant Workers, provides employment facilitation, anti-illegal recruitment campaigns, skills training, and in-kind support such as food, hygiene, and school supplies for beneficiaries. Since the partnership began in 2025, MMEI has facilitated overseas employment for 15 4Ps beneficiaries.

Meanwhile, Lagawe MDC, registered with the Cooperative Development Authority, supports 4Ps beneficiaries by serving as a resource person during Family Development Sessions and Bata Balik Eskwela campaigns, providing guidance on financial literacy and an introduction to social security services.
