TUGUEGARAO CITY, Cagayan — The Department of Social Welfare and Development Field Office 2 (DSWD FO2) recognized outstanding Local Government Units (LGUs) in Cagayan Valley for their strong support to the Pantawid Pamilyang Pilipino Program (4Ps) during the 2025 TAPAT Awards Rites on March 6, 2026, at Hotel Carmelita.
Director Gemma Gabuya, 4Ps National Program Manager, said the recognition reflects “the strong leadership of LGUs, their seamless collaboration with partners, and genuine care for poor households.” She added, “The TAPAT assessment gives us confidence that once beneficiaries graduate, they will not slide back into poverty.”
The TAPAT (Tulong Angkop sa PAnTawid) functionality assessment evaluates how LGUs deliver 4Ps services and support families toward self-sufficiency. In 2025, 87 LGUs were validated, with 72 (82.75%) achieving Level 3, the highest rating. LGUs also enacted 154 ordinances and allocated ₱97.47 million to 4Ps initiatives.
A total of 72 LGUs received recognition during the ceremony for their exemplary performance in governance, partnership, and service delivery for 4Ps families.
Regional Director Lucia Suyu-Alan emphasized the region’s pioneering effort in recognizing LGUs that actively support the program. “Ipinagmamalaki ng Cagayan Valley Region na kami ang kauna-unahang rehiyon na nagbibigay ng ganitong pagkilala sa mga LGU na buong pusong sumusuporta sa 4Ps. Ang Awards Rites na ito ay simbolo ng ating pagkilala sa dedikasyon at malasakit ng ating lokal na pamahalaan.”
Nationwide, 1.4 million households have graduated from 4Ps, including 46,423 in Cagayan Valley. The program has produced 1,732 professionals, seven board topnotchers, and more than 48,000 high school graduates.
“You have the robust, logistical and financial support in providing tangible assistance. These only shows that when resources are aligned with purpose, impact is felt and impact is meaningful,” added Director Gabuya.
The event was attended by 31 mayors, 6 vice mayors, 9 Sangguniang Bayan members, City and Municipal Administrators, Local Social Welfare and Development Officers, ARD Franco Lopez, DILG RD Agnes A. De Leon (represented by ARD Elpidio A. Durwin), Regional Independent Monitoring Committee Chairperson Samuel Garcia, 4Ps Program Convergence Partnership Division Chief Kristina Umali, and other staff.
DSWD FO2 emphasized that TAPAT strengthens accountability, promotes convergence, and ensures sustained support for families transitioning out of poverty.
