TUGUEGARAO CITY, Cagayan — The Department of Social Welfare and Development Field Office 2 has trained its field personnel on the Enhanced Social Welfare and Development Indicator (SWDI) to improve the assessment of Pantawid Pamilyang Pilipino Program (4Ps) households and ensure that families receive interventions based on their actual needs.
The three-day Hybrid Short Course Training on the Enhanced SWDI Manual and Application, held from July 13 to 15, was facilitated by the 4Ps National Program Management Office (NPMO) as part of preparations for the 2026 SWDI administration.
The SWDI is a key assessment tool of the 4Ps that measures the well-being and self-sufficiency of beneficiary households. Its results help DSWD identify appropriate interventions, monitor families’ progress, and guide evidence-based program implementation and policy decisions.
Provincial Links, Social Welfare Officers, Regional Case Manager, City and Municipal Links, and other program focal persons participated in the training, which covered the Enhanced SWDI Manual, assessment protocols, application functionalities, scoring methodology, and data management procedures. The activity also featured practical demonstrations and discussions to ensure the standardized implementation of the assessment tool.
To assess participants’ preparedness, the training team administered an 80-item examination covering the operational guidance and SWDI administration cycle, family-level indicators, and member-level indicators, as well as policies and supplemental guidance on SWDI administration. The assessment ensured that case managers possess the competencies necessary to conduct quality, reliable, and evidence-based SWDI assessments.
DSWD Field Office 2 recorded an overall passing rate of 98.81% which reflects the participants’ strong understanding of the Enhanced SWDI and readiness for its implementation.
The training received logistical support from the local government units of Tuguegarao City, Peñablanca, Cauayan City, Bambang and thet he Province of Quirino. The Department also utilized a Starlink satellite internet unit and router borrowed from the Department of Information and Communications Technology (DICT) to maintain stable internet connectivity throughout the hybrid sessions.
Through the training, DSWD Field Office 2 strengthened the technical competencies and operational readiness of its field personnel to carry out the 2026 Enhanced SWDI administration. The initiative underscores the Department’s commitment to a standardized, technology-enabled, and evidence-based assessment of household well-being, ensuring that 4Ps families receive interventions and services that are responsive to their actual needs and level of development.
