BAYOMBONG, NUEVA VIZCAYA—The Department of Social Welfare and Development Field Office 02 (DSWD FO2), together with the Provincial Local Government Unit of Nueva Vizcaya (PLGU), honored 353 graduating households of the Pantawid Pamilyang Pilipino Program (4Ps) through a provincial graduation ceremony held at the Provincial Convention Center, Bayombong, Nueva Vizcaya on July 24, 2026.
The graduates form part of the more than 7K households in Nueva Vizcaya that have successfully exited the program after achieving improved levels of well-being and reaching economic self-sufficiency—with household incomes consistently above the provincial poverty threshold for two consecutive assessment periods.
In her message, DSWD Regional Director (RD) Lucia Suyu-Alan emphasized that the ceremony was proof that government investments in poor families create lasting impact and shatter the cycle of poverty.
“Hindi kayo naging pabigat sa lipunan. Hindi kayo sumuko sa kahirapan. At lalong hindi kayo nanatiling nakaasa lamang. Sa halip, pinili ninyong magsikap. Pinili ninyong pag-aralin ang inyong mga anak. Pinili ninyong gamitin ang oportunidad na ibinigay ng programa upang mabigyan ng mas magandang kinabukasan ang inyong pamilya,” Alan said as she addressed and honored the sacrifices of the beneficiary families.
Among the ceremonial graduates are 15 college graduates, including four latin honor awardees (1 Magna Cum Laude and 3 Cum Laude) and six board examination passers (5 Licensed Professional Teachers and 1 Licensed Forester).
“Ang inyong tagumpay ay patunay na ang edukasyon ang isa sa pinakamabisang paraan upang maputol ang siklo ng kahirapan. Ang inyong tagumpay ay tagumpay rin ng inyong mga magulang na nagsakripisyo upang maitawid kayo sa pag-aaral,” RD Alan added.
Representing the Provincial Government of Nueva Vizcaya at the ceremony was Eunice Galima-Gambol, Sangguniang Panlalawigan Member and representative of Governor Atty. Jose Gambito, together with fellow Sangguniang Panlalawigan Members Emerlyn Jane Galanta-Martinez, Luisa Corazon Cuaresma, and Dawn Ranee “Chiqui” Valtoribio-Algura, who also serves as President of the Councilors League. Joining them were Atty. Ronelie U. Valtoribio, Municipal Mayor of Villaverde; Atty. Juan Paolo E. Cayton, Municipal Mayor of Dupax del Norte, who also represented Congressman Atty. Timothy Joseph Cayton; Ronelio B. Danao, Municipal Mayor of Ambaguio; Roland Carub, Sangguniang Bayan Member of Solano and representative of Vice Governor Eufemia Dacaya; Municipal Social Welfare and Development Officers (MSWDOs); members of the Provincial Advisory Council; Policarpio Garing, consultant representing Congressman Atty. Timothy Joseph Cayton; other officials of the Provincial and Local Government Units of Nueva Vizcaya; and DSWD FO2 personnel.
A ceremonial turnover of cases was also conducted by DSWD FO2 to the PLGU of Nueva Vizcaya and its respective municipal LGUs to signify the local government’s commitment to carry forward post-graduation support, ensuring these families sustain their self-sufficiency in the next chapter of their journey.
