TUGUEGARAO CITY, Cagayan – The Department of Social Welfare and Development Field Office 2, through its Social Registry Section – Policy and Plans Division, convened a coordination meeting to formalize the designation of focal persons for the Basta Beripikado Mabilis ang Serbisyo (BBMS), a digital authentication initiative aimed at strengthening client verification and improving service delivery.

BBMS plays a significant role in verifying DSWD clients through the Philippine Identification System (PhilSys) or National ID, with liveliness check helping reduce fraud and duplication while streamlining the delivery of social welfare services through the retrieval of PhilSys Card Numbers (PCN).

During the meeting, updates were presented on the implementation status of BBMS across various DSWD programs, including the Pantawid Pamilyang Pilipino Program (4Ps), Innovations Division (ID), Social Pension Program, Assistance to Individuals in Crisis Situation (AICS), and Sustainable Livelihood Program (SLP). Despite operational challenges such as intermittent server downtime and cases of “No Record Found” among some registered clients, the programs were able to sustain notable accomplishments during the second quarter for CY 2026.

Among the notable accomplishments, the Crisis Intervention Section (CIS) reported the successful integration of BBMS authentication into the pay-out process flow.Ms. Chanda T. Api, Chief of the Policy and Plans Division, underscored the importance of the active support and participation of program implementers in ensuring the successful roll-out of BBMS and other related initiatives. She also clarified that while authentication is required for all beneficiaries receiving grants and services, accomplishment reporting for Office Performance Commitment Review (OPCR) purposes will focus specifically on clients who were officially served within the reporting period.

This will ensure more accurate performance monitoring while upholding the Department’s commitment to transparent, efficient, and accountable delivery of social services.
