TUGUEGARAO CITY, Cagayan – The Regional Advisory Council (RAC) for the Pantawid Pamilyang Pilipino Program (4Ps) of the DSWD Field Office 2 has adopted a series of measures to strengthen interagency collaboration, improve beneficiary monitoring, and enhance service delivery for low-income families in Cagayan Valley.
During its first semester meeting on July 16, 2026, the council reviewed the implementation of previous commitments and identified priority actions that government agencies will undertake to address emerging concerns affecting 4Ps beneficiaries.
Among the council’s key agreements were improving data synchronization between DSWD and the Department of Education (DepEd), expanding the implementation of the Bata Balik Eskwela Campaign, intensifying barangay-level monitoring of vulnerable children, and strengthening referral mechanisms among partner agencies. Members also committed to validate reports on Children and Youth Not Attending School (CYNAS) and provide coordinated interventions through education, health, and social protection services.
Director Lucia Suyu-Alan emphasized that the success of the program depends on sustained convergence among government agencies, local government units, and civil society organizations. She noted that the challenges confronting beneficiary households extend beyond cash assistance and require coordinated responses that improve access to education, employment, health, and other essential services.
The meeting concluded with participating agencies reaffirming their respective commitments under the Regional Convergence Plan and agreeing to sustain collaborative interventions that will help 4Ps households achieve improved well-being and self-sufficiency.
Present during the meeting were representatives from the Department of Education (DepEd), Department of Health (DOH), Department of Labor and Employment (DOLE), Department of the Interior and Local Government (DILG), Department of Trade and Industry (DTI), Department of Agrarian Reform (DAR), Department of Science and Technology (DOST), Department of Budget and Management (DBM), Department of Economy, Planning and Development (DEPDev), Technical Education and Skills Development Authority (TESDA), Commission on Higher Education (CHED), National Commission on Indigenous Peoples (NCIP), Philippine Health Insurance Corporation (PhilHealth), Cooperative Development Authority (CDA), National Nutrition Council (NNC), Commission on Population and Development (CPD), Philippine Information Agency (PIA), the Regional Independent Monitoring Committee (RIMC), and the DSWD FO2.
