BAYOMBONG, Nueva Vizcaya — Officials from the Provincial Local Government Units (PLGUs) of Nueva Vizcaya and Kalinga, together with representatives from the Department of Social Welfare and Development Field Office 2 and Cordillera Administrative Region (DSWD-CAR), convened today, August 6, 2026, for a benchmarking activity aimed at strengthening local governance and partnerships in the implementation of the Pantawid Pamilyang Pilipino Program (4Ps).
Facilitated by the DSWD FO2 through the 4Ps Provincial Operations Office of Nueva Vizcaya, the activity focused on the province’s experience in operationalizing its Provincial Advisory Council (PAC), the multi-sectoral body that coordinates the delivery of programs and services for 4Ps beneficiaries.
Nueva Vizcaya officials presented the council’s structure, coordination mechanisms, and partnership initiatives with local government offices, national government agencies, and other stakeholders. Discussions highlighted how the PAC serves as a venue for agencies to align interventions, monitor commitments, and provide complementary services to beneficiary households, particularly those preparing to transition from the program.
The province also shared policies and initiatives that support the council’s work, including the RANG-AY Ordinance, which institutionalizes continued assistance for households that have exited the 4Ps through livelihood opportunities, monitoring, and access to government services.
The activity concluded with learning reflection sessions, where participants identified approaches that could be adopted and tailored to the local context of Kalinga, particularly in enhancing the functionality of its Provincial Advisory Council and expanding convergence initiatives.
Leading the Nueva Vizcaya delegation were Vice Governor Eufemia Ang Dacayo, Board Member Emerlene Jane Galanta-Martinez representing Governor Atty. Jose V. Gambito, Board Member Eunice G. Gambol, Provincial Social Welfare and Development Officer Flordelina Granada, Provincial Planning and Development Coordinator and Anti-Poverty Focal Person Engr. Edgardo Sabado, Villaverde Mayor Atty. Ronelie U. Valtoribio, Dawn Ranee Valtoribio-Algura, president of the Provincial Councilors League, and members of the Provincial Advisory Council.
The Kalinga delegation was headed by Provincial Social Welfare and Development Officer Rosemarietez A. Oyawon and DSWD-CAR 4Ps Regional Program Coordinator Fatima B. Florendo, together with members of the province’s Provincial Advisory Council and technical personnel from DSWD-CAR.
Joining the activity from DSWD Field Office 2 were Assistant Regional Director for Operations Franco G. Lopez, 4Ps Regional Program Coordinator Vicenta M. Pamittan, and other officials and personnel of the Field Office.
