The Department of Social Welfare and Development-Field Office 02 (DSWD-FO2) thru the National Household Targeting System for Poverty Reduction (NHTS-PR) or Listahanan responded to the queries on the issue of no data sharing of Listahanan 2 Data during the Regional Population Executive Board (RPEB) meeting at the Regional Training Center of Commission on Population (POPCOM) on August 31, 2017.
The RPEB requested a representative from the National Household Targeting Unit (NHTU) on its 3rd quarter board meeting to shed light the member National Government Agencies (NGAs) on the suspension of the Listahanan Data sharing.
Margarette Galimba, Administrative Assistant III of the NHTU, explained to the Board members that the moratorium is due to the review and enhancement on the guidelines of data sharing taking into consideration the Data Privacy Act of 2012 or R. A. 10173. Thus certain provisions of the guideline were amended.
Furthermore, Galimba clarified that the Listahanan 2 Data may now be shared with the partner stakeholders thru a Memorandum of Agreement (MOA) between the DSWD-FO2 and the requesting party.
In addition, Galimba also discussed the salient points of the new guidelines and MOA template of the said data sharing.
The new guideline and MOA template for the Listahanan 2 data sharing will be discussed thoroughly in an orientation to be conducted later by the NHTU.
As stipulated on the Executive Order 867 series of 2010, all NGAs are mandated to use the generated Listahanan Data in identifying poor households who shall be recipients of social protection programs nationwide. ### By: Margarette B. Galimba, Administrative Assistant III/Listahanan IO
