In order to promote understanding and validate the applicability of the processes involved in implementing the Emergency Cash Transfer (ECT), the Department of Social Welfare and Development (DSWD) Field Office 2 participated in Virtual Capacity Building of ECT on September 23-24, 2020.
The ECT as stipulated in Memorandum Circular No. 17, Series of 2019 will serve as adaptive strategy in bridging the gaps between immediate disaster relief, humanitarian response and early recovery support through providing unconditional cash to victims of disasters and to prioritize their needs and enable them to immediately return to normal. The ECT provides an additional financial augmentation support to the local government units in responding to the relief requirements of affected families.
The said training enabled field offices in identifying potential challenges on the implementation of the ECT particularly in coordination and institutional arrangement with other programs, offices and partner agencies; identification of beneficiaries; payment distribution and liquidation; management of redress of grievances; and monitoring and evaluation.
The Virtual Capacity Building was attended by DSWD Secretary Rolando Bautista, Asec. Felisimo C.
