ILAGAN CITY, Isabela – As co-chair of the Social Development Committee (SDC) of the Regional Development Council (RDC) Region 02, the Department of Social Welfare and Development Field Office 02 (DSWD FO2) Regional Director Lucia Suyu-Alan discussed three main SDC concerns during the RDC Meeting on March 26, 2024.
On behalf of SDC Chairperson Hon. Dakila Carlo E. Cua, Governor of Quirino, Dir. Suyu-Alan presented three main concerns and programs that aim to address the multifaceted challenges faced by marginalized sectors and promote holistic development within the region.
The programs discussed were “Support to House Bill No. 8269: An Act Protecting the Rights of Internally-Displaced Persons (IDPs) and Penalizing the Acts of Arbitrary Internal Displacements”, “Philippines: Health System Resilience Project (HSRP)”, and the “Panahon ng Pagkilos: Community-Driven Climate Action under the Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS) Program”.
The “Panahon ng Pagkilos: Community-Driven Climate Action” is a program of DSWD that serves as a follow-on project for the KALAHI-CIDSS National Community Driven Development Program-Additional Funding (NCDDP-AF). It focuses on improving the resiliency of poor and vulnerable communities to climate change, through climate smart basic support services, flood control projects, fishing docks, and the like.
The Commission on Human Rights also urged the RDC to offer support to “House Bill No. 8269: An Act Protecting the Rights of Internally-Displaced Persons (IDPs) and Penalizing the Acts of Arbitrary Internal Displacements”. This aims to protect the rights of IDPs during and after their displacement.
Lastly, the Department of Health’s “Philippines: Health System Resilience Project (HSRP)” was also discussed. This aims to strengthen primary care facilities and organize them into primary care provider networks. Through this, an enhanced capacity of district and provincial hospitals is expected to ensure that referred patients receive quality and appropriate hospital care.
At the end of the meeting, all three resolutions of the SDC were approved by the RDC.
