From temporary tents made of light materials, 102 families in Divilacan, Isabela who were victims of Typhoon Juan in 2010 are now proud owners of structurally strong houses.

The recipients, who are residents of 3 barangays in the said town, gratefully received their Certificate of Ownership from DSWD Field Office 02 Regional Director Remia T. Tapispisan  during the inauguration ceremony held on March 18, 2015.

“The Core Shelter Assistance Project is one of the many services provided by the government thru DSWD. With today’s ceremony, may you be reminded that the government is always here to assist you and your community,” Director Tapispisan said.

She likewise acknowledged the leadership of the town’s mayor, Florita R. Bulan, as well as the support of the local officials for the fast implementation of the project despite the logistical nightmare relative to the transport of materials needed considering that the town is a coastal area.

In response, Mayor  Bulan sincerely  acknowledged the leadership of Director Tapispisan, her staff and the Department as a whole for their unwavering support to her townsfolk stating that “the challenges of travelling to our municipality did not hinder your drive for public service and for that, we are very grateful to DSWD,” she expressed.

CSAP is the provision of environment-friendly, structurally strong shelter units that can withstand up to 220 kph wind velocity, earthquakes, and other similar natural hazards.

The affected Local Government Unit (LGU) submits a proposal identifying the lot where the shelters will be constructed and the residents will form a Neighborhood Association for Shelter Assistance (NASA) to manage their new community.

The 102 units were part of the 170 units of the third batch of core shelter projects for Typhoon Juan victims. The   first batch of units were inaugurated   sometime in 2012 with 50 units in the amount of  P3.5M and  100 units in the amount of P7M  for the second batch inaugurated in October of 2014.
